Losing Votes by Mail

A discussion of the lost-votes problem in terms of voting by mail (VBM).  This paper provides an overview of the VBM system, focusing on its history and weaknesses. From there, the author uses data from the Survey of the Performance of American Elections (SPAE) and the Election Administration and Voting Survey (EAVS) to show that as many as 7.6 million votes may have been lost by mail in 2008.
