Voters With Disabilities: Challenges to Voting Accessibility

A statement presented to the United States General Accountability Office (GAO) that comments on polling place accessibility and voting in long-term care facilities.  The report analyzes data from two 2009 GAO studies to investigate progress made in improving polling place accessibility between 200o and 2008 and steps taken by the Department of Justice to enforce the Help America Vote Act (HAVA).

Based on findings from the GAO reports:

  • The percentage of polling places with no potential impediments in the path from the parking lot to the voting area increased from 16% to 27% between 2000 and 2008.
  • Significant improvements were made in providing designated parking for people with disabilities.
  • The Justice Department’s attempts to enforce HAVA voting system and accessibility requirements are occasionally lacking in efficacy.
